The activity was a joint undertaking of the Department of Environment and Natural Resources (DENR), the Philippine Information Agency (PIA), local government units of La Union, non-government organizations, the Philippine Navy (PN), the Philippine National Police (PNP), Philippine Red Cross (PRC) and private benefactors and supporters. The DENR and PIA reported that every year, an average of 20 typhoons affect low-lying areas like Barangay Parian Oeste, which prompted the government and private sector to initiate the mangrove planting activity.en
