PCAARRD: Agriculture, aquatic and natural resources innovations

In the early 70’s, Philippine agriculture was hampered by the absence of adoptable technologies that would benefit our farmers. Seeing this predicament, Arturo Tanco, then minister of the Ministry of Agriculture, recommended the creation of a Presidential Executive Panel that would review the state of agricultural research in the country. The result was dumbfounding. The result was dumbfounding. Despite the substantial amount spent by the government for agricultural research, the same was found to be fragmented and unresponsive to national development. Central planning, coordination, facilities, trained manpower, and effective dissemination of research results were found to be wanting. Following these changes was the consolidation of the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD) and the Philippine Council for Aquatic and Marine Research and Development (PCAMRD) on June 22, 2011, pursuant to Executive Order No. 366. With this, the council was renamed as the Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (PCAARRD).
