Quezon City Rep. Jose Christopher Belmonte filed House Bill 5641, citing the continued water quality deterioration and pollution affecting the 27-kilometer basin system which traverses the cities of Manila, Makati, Mandaluyong, Pasig, Taguig and the municipalities of Pateros and Taytay in Rizal province. "There is a need to establish a single lead government agency vested with adequate authority and powers to implement and enforce the pertinent provisions of all existing environmental law, and coordinate the plans, programs and activities of various agencies and LGUs to ensure the sustainable development of the Pasig River System," he said in filing HB 5641.en
