To support the program of the Estrada Administration, the Southeast Asian Fisheries Development Center (SEAFDEC) situated in Tigbauan, Iloilo, is gradually shifting its focus on trying to reach more communities and transfer technology and demonstration projects. Under the leadership of Rolando R. Platon of the University of the Philippines more towns in Western Visayas and in other parts of the country are recipient of technologies centered on the propagation of inland fish production. Tilapia culture in small freshwater reservoir is the most popular among the technologies extended and picked up by local government units in the Philippines.
