He added that it takes years to perfect a technology and even when that is reached, the situation in the laboratory or in the station may not always be the same as that in private fish farms, the reason why a lot of people say the presence of UP-BAC or SEAFDEC (Southeast Asian Fisheries Development Center) is nothing but buildings and cars of the personnel.en
