And I believe the position paper can be used to convince Congress to pass a measure anew to create DFAR. While the Bureau of Fisheries and Aquatic Resources (BFAR) already exists, the country’s marine resources have continued to decline and we cannot blame the agency for that. In the national survey conducted by the Social Weather Station [SWS] in 2017, respondents identified the Bantay Dagat [68 percent] as the organization responsible for improving the health and state of our seas. The Bureau of Fisheries and Aquatic Resources only came in second at 44 percent, followed by the Philippine Coast Guard [30 percent],” Oceana Philippines said in the position paper.en
