The Union of Seafec Employees (USE), its officers, and members of the governing board were yesterday declared guilty of unfair labor practice by the Iloilo regional arbitration branch of the National Labor Relations Commission. In an eight-page decision, Executive Labor Arbiter Celerino Grecia II ruled that the union violated the terms of its collective bargaining agreement (CBA) with management, specifically the CBA's no-strike, no-lockout clause.
