"As a research institution, we have to be very sure that the technology we have is open for application by the people, because it's not only the person or the scientist who will be responsible but the institution itself," an official of the University o the Philippines brackishwater Aquaculture Center (UP-BAC) who requested anonymity told the Daily Informer in an interview. He added that it takes years to perfect a technology and even when that is reached, the situation in the laboratory or in the station may not always be the same as that in private fish farms, the reason why lot of people say the presence of UP-BAC or SEAFDEC (Southeast Asian Fisheries Development Center) is nothing but buildings and cars of the personnel.
