Guimbal Mayor Oscar "Richard" Garin Jr., appears to have lost the first round in the fight for water rights in Guimbal River. This after the national water body told him that "he has no jurisdiction to prohibit the Southeast Asian Fisheries Development Center (SEAFDEC) from appropriating water from Guimbal river.
