Capiceño is PRC’s 2020 outstanding professional librarian

A native of Panay, Capiz, who heads the library of an international research center in Tigbauan, Iloilo, was recently named the Outstanding Professional Librarian of the Year by the Professional Regulation Commission (PRC). Stephen Alayon, head of the Library and Data Banking Services Section of the Southeast Asian Fisheries Development Center Aquaculture Department (SEAFDEC/AQD) was bestowed with the highest recognition conferred annually by PRC to professional librarians who excelled and significantly impacted society through their line of expertise. He finished both Bachelor of Science in Computer Science and Master of Education (Mathematics) degrees at the University of the Philippines Visayas. He also graduated with a Master of Library and Information Science (MLIS) degree at the Central Philippine University (CPU).
