Dr. Albert William Christian Theodore Herre, an American, came to the Philippines in 1920 to head the Department of Fisheries in Manila in 1920 to 1928. After this, he went home. But he came back in 1931 and again in 1933 to survey the fisheries resources of the country. He extensively toured the archipelago for material for his book, Stories of Philippine Fishes.
