We were privileged to have seen first-hand President Noynoy Aquino at work as a consensus-builder. The President recently called the various key stakeholders in the issues and challenges related to the survival of Laguna Lake and to the well-being of the lakeshore communities. That PNoy invited the key stakeholders was evidence that the administration's strategic answer to the Laguna Lake issue.
