A small area of an oil spill was recently spotted by elements of the Philippine Coast Guard near the vicinity of Pier 12 inside North Harbor in Manila. Commodore Luis Tuason Jr., district commander of the PCG-National Capital Region-Central Luzon (NCR-CL), said that it was at 11:30 a.m. when the duty officer assigned in their station in Manila received an urgent call informing their office that a small portion of oil was spotted by a roving team consists of some PCG personnel near Pier 12.
