    Environment and Natural Resources Secretary Jose Atienza Jr. said the department is already in the process of reviewing the documents of fishpen and fish cage operators on Manila Bay and Laguna de Bay to prevent the further destruction of these bodies of water. "We will look at how the structures came about historically because there are no fish pens before in Manila Bay. I noticed fish pens and fish cages are now approaching the shoreline of Pasay and Parañaque cities like an army of structures," Atienza said.
