Manuel Q. Bondad admitted the plan is a good endeavor since it is "suited to the archipelagic character of the country, which has plenty of areas where freshwater, brackish water and seawater meet." The BFAR-Land Bank plan calls for groups of 60 marginalized fisherfolk to organize themselves and borrow money for the lease of the cages, with payments to be made after they have harvested the fish.en
