This brings the total number of fatalities to 31, the Philippine Coast Guard said. Citing a report from the field as of 3 p.m. yesterday, Coast Guard spokesman Capt. Armand Balilo 20 of the 31 fatalities were passengers of M/B Jenny Vince whose four crewmembers have been rescued together with 22 other passengers.en
