    Dr. Leocadio Sebastian, newly appointed executive director of the Department of Agriculture-Philippine Rice Research Institute (DA-PhilRice), discusses 'Biotechnology for Increased Food Production: Prospects, Issues, and Concerns' in a recent program marking the celebration of the 27th anniversary of the Southeast Asian Fisheries Development Centr-Aquaculture Department (SEAFDEC-AQD) in Tigbaun, Iloilo. Sebastian was this year's lecturer in the SEAFDEC-AQD-sponsored 8th Dean D.K. Villaluz Memorial Lecture series, the theme of which was biotechnology.
