    The 480 sacks of capiz shells or pios confiscated by the City Agriculture’s Office and Roxas City Mayor’s Office at Sitio Kabulakan, Barangay Cogon here were illegally harvested. According to Roxas City Mayor Ronnie Dadivas, the place where the capiz shells were confiscated was not part of the landsite stipulated in the Executive Order of the city government. Dadivas said the EO only designated sites at Barangays Libas, Barra, and Punta Cogon as the authorized landing sites for capiz shells.
