    The Fisherfolk in the coastal town of Cauayan were complaining about the continued inaction of local officials on the alleged illegal fishing in their municipal water. Despite the media expose on the intrusion of commercial fishing boats, the problem was never solved, lamented Raymund Agbay, chair of the Cauayan Fisherfolk Federation. Worse, the intruders were showing their arrogance by displaying ultra-bright lights, said Agbay, who leads fishers from Cauayan's 13 coastal barangays.
