    An apology may not be enough for the group responsible for the massive oil spill that has affected coastal communities in Cavite province. The government is determined to hold accountable whoever is responsible for the oil slick that has contaminated the waters of manila bay and four coastal town in Cavite, according to a palace official. Deputy Presidential Spokeswoman Abigail Valte said the adjudication team of the Philippine Coast Guard (PCG) is handling the investigation to determine the cause of the oil leak as well as the appropriate penalty for the culprits.
