    Excerpt
The Philippine Coast Guard (PCG) in Negros Occidental said it has not detected any oil spill in the waters of Banago port in Bacolod City after a cargo ship partially submerged last Sunday. Commander Ludovico Librilla Jr., Coast Guard – Negros Occidental head, said Coast Guard personnel prevented possible spill by laying out an oil spill boom. The Marine Environmental Protection Unit (MEPU) can attest to our assessment based on their inspection as well, Librilla said.
