The campaign to improve fish output can be done on land, based on the strides made by Finfish Hatcheries, Inc. (FHI) in Sarangani and the technologies developed by the Southeast Asian Fisheries Development Center (SEAFDEC) in Tigbauan, Iloilo. FHI provides roughly half of the milkfish fry needed by fishpond owners nationwide while SEAFDEC developed the system for inland ponds and hatcheries as early as 1976.
