Gregas said commercial fishing vessels operations is affecting the livelihood of small-scale fishermen in Cauayan town's Barangays Mambugsay, Guilhungan, Tiling, Poblacion, Man-uling, Isio, Tuyom, Masaling, Caliling, Linawon, Inayawan, Bulata and Ilijan.en
