The DFA said China was reclaiming land on the disputed reef and appeared to be building an airstrip. The DFA spokesman told Reuters that China has been moving earth and materials to Mabini Reef in the Spratlys and reclaiming land in violation of the Declaration on the conduct of Parties in the South China Sea (DOC).
