    Cebu City – The Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources (DENR) is monitoring the waters off Talisay City for a possible oil spill following the sinking of a cargo ship Sunday morning. The M/V Fortunier had a cargo of metal from General Santos City and was sailing for Cebu City when it sank two kilometers off Talisay.
