    Senate President Pro Tempore Ralph G. Recto threw yesterday his support behind moves of Department of Foreign Affairs (DFA) Secretary Alan Peter S. Cayetano to find a “constitutionally-compliant win-win arrangement” between the Philippines and China to explore jointly for oil in the contested West Philippine Sea (WPS). Recto said the arrangement has to be forged with the Malampaya field off Palawan and projected to run out of natural gas which powers 45 percent of Luzon’s electricity grid by 2024.
