    Excerpt
A local fisherfolk group blamed fishpen operators in Taal Lake for the massive fish kill in the Lake, which affected P5-million worth of tilapia. The Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) said the fishpen operators who “monopolized” the aquaculture industry in Taal Lake “should realize that they are the ones to be blamed over this ecological disturbance.” “This is not a natural phenomenon but a result of an incessant drive to increase the number and size of aquaculture structures beyond the capacity of the lake,” said Pamalakaya chairperson Fernando Hicap.
