Provincial Administrator Raul Banias said Seo Dongsung, senior deputy country representative of KOICA, arrived in Iloilo Apr. 26, 2016 for a technical visit and assured Gov. Arthur Defensor Sr. of the approval of the fund. Banias said it took about two years to approve the project.en
