    Excerpt
A fisherfolk group claimed that the shortage of round scad (galunggong) in the country is “artificial” and is caused by the many restrictions imposed by the government on fishermen. Department of Agriculture (DA) Secretary Emmanuel Piñol agreed to an importation of 17,000 metric tons of galunggong due to shortage and to stabilize the inflation. But Pambansang Lakas ng Kilusang Mamalakaya ng Pilipinas (PAMALAKAYA) blamed the shortage on fish bans, closed fishing seasons in major fishing grounds in the country, and implementation of the amended Fisheries Code.
