At least 13 government agencies have been directed to clean up, rehabilitate and preserve Manila Bay in their different capacities under a writ of continuing mandamus issued by the Supreme Court on Dec. 18, 2008. Among these agencies is the Metropolitan Waterworks and Sewerage System (MWSS), which is mandated to operate and maintain adequate wastewater treatment plants in Metro Manila, Rizal and Cavite.en
