    Excerpt
Poor and inefficient solid waste management as well as inadequate proper wastewater treatment facilities have been identified as contributory factors to the worsening state of water in Manila Bay. At least 13 government agencies have been directed to clean up, rehabilitate and preserve Manila Bay in their different capacities under a writ of continuing mandamus issued by the Supreme Court on Dec. 18, 2008. Among these agencies is the Metropolitan Waterworks and Sewerage System (MWSS), which is mandated to operate and maintain adequate wastewater treatment plants in Metro Manila, Rizal and Cavite.
