    Ybañez stressed that he was not really satisfied with Kuan Yu's performance during a January 6 briefing of multi-sectoral agency overseeing the oil spill response efforts. The combined force of strong winds and big waves as a result of super typhoon Yolanda, which struck the Visayas, including the northern parts of Iloilo province last Nov. 8, 2013, dislodged an offshore power barge, owned by government corporation Power Sector Assets and Liabilities Management (PSALM) from its offshore mooring, which then slammed into the coastline of Estancia town, causing damage to barge's fuel container which then leaked oil into the sea and coastline of Estancia town.
