Citing the ill-effects of super typhoon Yolanda, small scale fishermen in northern Iloilo province are asking Government not to implement the total banning of hulbot-hulbot for the next three years. The Carlesanon Small and Medium Scale Fishing Boat Operators Association Inc. based in both Carles and Estancia towns wrote a letter to Bureau of Fisheries and Aquatic Resources (BFAR) director Atty. Asis G. Perez saying, " we need to recoup and stabilize our lives and livelihood in the aftermath of Yolanda without our rights being waived under the law." Last September 2013, Fisheries Administrative Order (FAO No, 246) was signed into law totally banning the fishing method which involves throwing a large rock tied to a net while dragging it underwater.
