Patrick Topalla, officer of the Bisayas Alliances of Fisherfolks and Operators for Reforms (BAFOR), described a particular provision in the ordinance as "anti-commercial fishing," that is, the provision which prohibits commercial fishing operations with 10.1 to 11 kilometers for the shoreline.
