    The Philippine Mission to the United Nations (UN) welcomed the international community's increasing recognition that developments in the territorial dispute in the South China Sea is a concern of the international community as a whole. Philippine Permanent Representative to the UN Lourdes Yparraguirre said the root cause of the territorial dispute is China's claim of "indisputable sovereignty" over almost 90 percent of the South China Sea, as enclosed by its so-called Nine-Dash Line. In Moscow, Senate President Franklin Drilon thanked the Russian government for supporting the Philippines' position in the West Philippine Sea issue and called for an expansion of the Philippine-Russia's bilateral relations.
