Provincial Agriculture Office head Dr. Ildefonso Toledo said they are just waiting for the signing of the memorandum of understanding between Gov. Arthur Defensor Sr. and the NIPSC administration. A P5-million budget was already allotted for the facility, which will be completed within three months. The hatchery will also serve as a research facility for crab production.en
