City Mayor Belen Fernandez called for the stricter enforcement of fishery laws particularly those on the construction and operation of fishpens and fish cages to prevent massive fishkills in the Dagupan River. Fernandez said the city enforcement have been cleaning the Dagupan River and have demolished over 1,000 fishpens owned by influential people but other operators voluntarily dismantled theirs.
