Citing UNDP environmental and business specialist Lorenzo Cordova, the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD), noted that "the [Philippine] government will need a funding of ₱336 billion to ₱392 billion with an annual budget requirement of ₱34 billion" for the PBSAP.
