Villar said yesterday the condition of the 175-hectare Las Piñas-Parañaque Critical Habitat and Eco-Tourism Area (LPPCHEA) which has a 30-hectare mangrove forest and a bird sanctuary in Manila Bay, is deteriorating. The culprit, Villar said, is poor waste management coupled with plans to reclaim Manila Bay. Villar, a former Las Pinas congresswoman, said LPPCHEA serves as the spawning area of fishes in Manila Bay. It is also a favorite destination among bird watchers because endangered species such as the Black-Winged Stilt, Chinese Egret and the Philippine Duck frequent the area.en
