Irish Belmonte, head of the Fishery Research and Development Section, said big waves must have pushed the baby dolphin far up the beach, stranding it. Belmonte and his team tried to release the 1.83-meter-long dolphin back to the water Tuesday morning but failed because of the high tide.en
