    Hundreds of rotten "bangus" or milkfish were spotted floating along the bay in Barangay Pangcasan, here, last Saturday. "All those fish were not just dead but rotten and stinking," said Sammy Luzala one of the residents who saw the hundreds of dead milkfish. But Sual Mayor Roberto Arcinue was quick to tell media that the incident is not a fish kill. "That's a normal situation," Arcinue said. "Incidence of milkfish dying at sea happens at a rate of 3 percent-5 percent each day."
