"It's only a matter of implementation," said Arjunn Calvo, chief for planning programming and education division of the regional DENR's Environmental Management Bureau (EMB). While the level of coliform bacteria in the Iloilo-Batiano River that runs through Iloilo City and Oton towns has dropped, Calvo noted there are not enough septic tanks put up by bigger establishments to reduce the level of water pollution.en
