During its regular session, the Sangguniang Panlalawigan passed a measure authored by Board Member Winston Arzaga, and co-authored by all members, to stop the multi-sectoral and inter-disciplinary body Palawan Council for Sustainable Development (PCSD) from imposing the "seasonal control" (open-close season) on the catching and trading of the leopard coral trot (Plectropumus leopardus), or red grouper and suno; estuary or green grouper (Epinephelus coioides), or loba; and tiger brown-marbled grouper (Epinephelus fuscoguttatus), or lapung baboy.en
