Oceana said BFAR’s “Big Brother Small Brother Partnership” (BBSBP) is “unlawful” and is based on “obsolete” data on fisheries. Under the proposed program, small and medium commercial fishing vessels (CFV) would be allowed to operate between 10.1 kilometers and 15 kilometers from the shoreline.en
