The Supreme Court yesterday upheld the claim of Dr. Flor J. Lacanilao to the position of chief of the Southeast Asian Fisheries Development Center - Aquaculture Department (SEAFDEC-AQD). The high court voted 12 to 1 to bar retired Navy Captain Juan assuming the powers and functions of the aquaculture department chief. The tribunal said since the position is lawfully occupied by Lacanilao, the recommendation of Vice President and Foreign abd Foreign Minister Salvador H. Laurelfor De Leon to take Lacanilao's post is "legally ineffective."
