It is a jewel in the eyes of many. Japan, despite threats that it would be pulling out as a major financier, has not done so. Several international instructions interested in aquaculture research are eyeing projects in it as a short-cut to producing results. Considered one of the best aquaculture research institutions in Asia, the Iloilo-based Southeast Asian Fisheries Development Center's Aquaculture Department has thus been a target of a long-drawn power struggle.
