The Commission on Audit (COA) clarified yesterday that its findings on the operations of the Southeast Asian Fisheries Development Council's Aquaculture Department (Seafdec-Aqd) for the period 1979-84 do not "clear" SEAFDEC-AQD, as news reports tend to indicate. However, the COA said its findings do not approach the magnitude of the "massive irregularities" alleged by some quarters, COA said in a statement reacting to reports that it has given Seafdec-Aqd a "clean bill of health."
