The Commission on Audit's findings on the operations of the Southeast Asian Fisheries Development Council's Aquaculture Department (SEADEC-AQD) from 1979-1984 do not "clear" SEAFDEC-AQD, as recent news items tend to indicate, although they do not approach the magnitude of the "massive irregularities" alleged by some quarters, COA said in a statement in reaction to reports that it has given SEAFDEC-AQD a "clean bill of health."
