    In its relentless pursuit of foreign exchange, aquaculture research has, to a lesser degree bypassed the immediate needs of the grassroots population of the country which needs protein and cannot afford the high priced commodities to which most researchers have been directed. It is within this context that the Training and Extension Division of Seafdec-AQD launched last July 31, 1985 a social laboratory, featuring a tilapia-carp culture in the irrigation canal in Barrio Cauayan, Pototan, Iloilo, a municipality noted for its high rice production and situated about 30 kilometers northeast of Iloilo City.
