    Many people were intrigued last week by two news stories about the Southeast Asian Fisheries Development Center (Seafdec). The first story said the Commission on Audit (COA), the watchdog of the people's tax money, gave Seafdec a "clean bill health" after examining its books. Perhaps without intending to pre-emt the COA's to officials, the writer, by using a figure of speech, wanted to impress upon the reader the need to focus on the COA's audit team's particular finding that there was no "fund mess" in the Seafdec.
